Background Lake Elsinore and Canyon Lake were identified in 1994, 1998, and 2002 by the California Regional Water Quality Control Board, Santa Ana Region (Regional Board) on its Clean Water Act (CWA) Section 303(d) list of impaired waters for nutrients. In addition to nutrients, these waterbodies were listed for other water quality parameters. Lake Elsinore was listed for organic enrichment/low dissolved oxygen, sedimentation/siltation, and unknown toxicity, while Canyon Lake was further identified for bacteria.1 In 2000, the Regional Board initiated the process to develop Total Maximum Daily Loads (TMDL) for nutrients for both Canyon Lake and Lake Elsinore, as required by the federal Clean Water Act and California’s Nonpoint Source Pollution Control Plan. This process included the formation of the Lake Elsinore and Canyon Lake TMDL Workgroup. Funding for this effort was provided through grants and in-kind contributions from Stakeholders, as well as funding from LESJWA to support in-lake and watershed monitoring programs. In 2004, the Regional Board using data collected through the efforts of the TMDL workgroup and LESJWA issued their staff report to address the nutrient TMDLs. This report, entitled “Lake Elsinore and Canyon Lake Nutrient Total Maximum Daily Loads” proposed that the Regional Board consider amendment of the Implementation Plan of the Water Quality Control Plan for the Santa Ana River Basin (Basin Plan) to incorporate the proposed nutrient TMDLs. In December 2004, the Regional Board adopted the proposed Basin Plan Amendment. This action required stakeholders to develop various management plans that included long term monitoring and implementation programs aimed at reducing nutrient discharges to Lake Elsinore and Canyon Lake.
