Background

The Stormwater Quality Standards Task Force includes representatives from local counties, cities, environmental groups, the regulatory community and others interested in water quality issues within the Santa Ana Watershed.  In late 2003, the Task Force proposed a phased workplan to reevaluate water quality standards as they relate to stormwater and dry weather flows within the Watershed necessary to protect REC-1 beneficial uses.

 Phase I of the Task Force workplan was conducted between May and December of 2004.  Phase I consisted of three key steps, including:

• review of REC-1 beneficial use classification for waters within the Santa Ana watershed

• compilation of existing data establishing the regulatory baseline for recreational beneficial uses, general use information, water quality conditions, and efficacy of current run-off control measures, and;

• formalization of consensus recommendations concerning receiving waters, and development of further studies and investigations pertinent to Phase I conclusions.
