Draft Program Environmental Impact Report

Overview

As part of the Safe Drinking Water, Clean Water, Watershed Protection, and Flood Protection Bond Act of 2000 (Proposition 13) Funding, SAWPA was named as one of the members of a newly formed Joint Powers Authority (JPA) called the Lake Elsinore and San Jacinto Watersheds Authority (LESJWA).  Members of LESJWA include Elsinore Valley Municipal Water District, the City of Lake Elsinore, County of Riverside, the City of Canyon Lake and SAWPA. 

$15 million was identified in Proposition 13 for LESJWA to implement projects to address goals in the watersheds. SAWPA’s role includes providing representation on the LESJWA Board and to provide administration of the Agency. The administrative functions include facilitation of financing of projects and programs including Proposition 13 funds and EPA grant funds as well as unidentified federal and state financing, provide administrative support including management, accounting and clerical, and provide project management as requested by the new JPA.

The watershed encompasses more than 700 square miles starting roughly in Idyllwild and ending in Lake Elsinore.  LESJWA’s efforts to protect and enhance water quality in the watershed ensure the health and prosperity of our region by maintaining drinking water, habitat and environmental value, and the recreational and economic benefit of our water resources.

LESJWA has already completed many of the state and federal requirements needed to begin the clean-up effort including environmental reviews and feasibility studies.  These efforts clear the way for LESJWA to aggressively implement its upcoming improvement projects once they are finalized this fall.

We owe it to the local residents, families, and tourists that enjoy recreational activities around both lakes throughout the year to make sure that these environmental and economic cornerstones are protected.

 

The following goals are being accomplished: 

  • Provide cost effective support services

  • Provide support to facilitate completion of projects and programs on schedule

  • Provide support to facilitate completion of projects and programs within budget

  • Provide support and assistance in such a way that constituents are satisfied

  • Provide administrative support as requested by LESJWA including management, accounting, clerical and legal services

  • Complete all environmental documents for Lake Elsinore improvements

  • Initiate watershed planning efforts with the Army Corps of Engineers and local Resource Conservation Districts for the San Jacinto Watershed

  • Continue support of Total Maximum Daily Load (TMDL) monitoring and sampling costs

  • Conduct biomanipulation of Lake Elsinore

  • Initiate feasibility study for Lake Elsinore back basin wetlands

  • Initiate studies for lake aeration for both Lake Elsinore and Canyon Lake

  • Improve levee island wells to replenish lake supply

  • Initiate study and possible construction of reclaimed water pipeline to Lake Elsinore

  • Preparation of additional funding grant applications

  • Develop a long term revenue plan for O&M expenses of projects

  • Initiate public relations program for LESJWA.

Meetings

LESJWA has the following regularly scheduled public meetings:

  • Board Meeting is on the third Thursday of every month at 3:00 PM

  • Technical Advisory Committee is on the fourth Monday of every month at 2:00 PM

  • Others (such as the Public Relations Committee) scheduled as needed
