Stormwater Quality Standards Task Force

 

SAWPA has needs to contract with vendors, consultants, and other suppliers to support specific projects and for general administrative functions. For those contracts that require a competitive bidding process, SAWPA will identify potential firms and provide them with the Request for Proposal (RFP). RFPs also will be posted on this Website. If the RFP is project-related, please also refer to the project's page on the Website for other information.

INVITATION TO BID

 

Sealed Bids for Brine Line Reach IV-E Improvements to Support Line Cleaning Operations, addressed to Santa Ana Watershed Project Authority (OWNER), will be received at the office of the General Manager, 11615 Sterling Avenue, Riverside, CA 92503, until 11:00 a.m. local time, on the 16th day of February 2012, and then will be publicly opened and read.  Any Bids received after this specified time and date will not be considered.

 

The WORK includes the construction of four temporary drying beds and one permanent blow-off valve, maintenance access structure and a temporary draining valve, including fittings and appurtenances. This WORK is required to allow line cleaning of approximately 8,800 linear feet of pipe. OWNER shall be responsible for any line cleaning.

 

The WORK is located within the Agua Mansa Power Plant property (2040 W. Agua Mansa Road, Colton, CA), and along San Bernardino Flood Control District (“District”) right-of-way northeast of the intersection of the Rialto Flood Control Channel and the Santa Ana River.

 

The WORK shall be completed in two phases. Phase I shall be completed within 45 successive calendar days from the effective date identified in the Notice to Proceed. Phase II shall be completed within 30 successive calendar days after indicated by OWNER. Phase II shall consist of removing all temporary facilities and restoring the site to its original condition once the line cleaning effort has been completed and the solids removed from the system have dewatered sufficiently for removal.

A non-mandatory pre-bid conference will be held on February 2, 2012 at 9:30 a.m. at the SAWPA office, 11615 Sterling Avenue, Riverside CA 92503. A site visit will follow the pre-bid conference.

Kennedy School of Government, Harvard University, announced the Top 25 programs in the Innovations in American Government Award competition. These programs represent the best in creative problem solving of local, state, and federal municipalities around the country and were selected from a pool of over 500 qualified government applicants. The top 25.

The Santa Ana River watershed is located in southern California, south and east of the city of Los Angeles.  The watershed includes much of Orange County, the northwestern corner of Riverside County, the southwestern corner of San Bernardino County, and a small portion of Los Angeles County. The EPA identifies the San Jacinto watershed as a separate watershed; for SAWPA's purposes, the San Jacinto watershed is considered to be part of the Santa Ana river watershed. The watershed is bounded on the south by the Santa Margarita watershed, on the east by the Salton Sea and Southern Mojave watersheds, and on the north/west by the Mojave and San Gabriel watersheds.  The watershed is approximately 2,800 square miles in area.
