A Commissioner since 2005, Ron Sullivan brings a wide variety of service with city and county organizations, including Chair of the Riverside County Planning Commission, City of Hemet Planning Commission, and Riverside County Aviation Commission. He also has served as a representative for former State Senator Marian Bergeson. A licensed general contractor, he is experienced in real estate planning, design, development, and construction. He is an owner in Sullivan & Sullivan Development & Consulting.
An Alternate Commissioner since 2005, David Slawson began his current term as board president in January 2007. Mr. Slawson is a member of the Association of California Water Agencies’ (ACWA) Water Quality committee. As a licensed Professional Land Surveyor, he is a former member of the California Department of Consumer Affairs’ Board of Registration for Professional Engineers and Land Surveyors. He is president of Winchester Associates, a civil engineering/land surveying firm. Mr. Slawson also is a former Moreno Valley city Planning Commissioner.
Terry Catlin Chair
Terry Catlin has served on Inland Empire Utilities Agency’s (IEUA) Board since January 1996, representing Division 1 encompassing Upland, Montclair, and the unincorporated areas of San Antonio Heights, Chino and Chino Hills. Mr. Catlin holds a Bachelor’s Degree in Chemistry from Claremont McKenna College, and a Master’s Degree in Biochemistry from University of Southern California. He currently holds a management position in the water treatment industry.

Phil Anthony has served on the Orange County Water District (OCWD) Board of Directors since 1981. Mr. Anthony also is a Director on the National Water Research Institute (NWRI) Board, Commissioner for the Santa Ana Watershed Project Authority (SAWPA), Chair of the Groundwater Replenishment System Steering Committee, and former Chair of the Association of California Water Agencies (ACWA) Region 10 Board. He co-founded the Water Advisory Committee of Orange County (WACO), and is a founding member of OCWD’s Groundwater Guardian Team.
Mr. Anthony began public service in 1962 and has served on the Westminster City Council, including as Mayor for four years. He has served on the Orange County Board of Supervisors, the Orange County Sanitation District, the South Coast Air Quality Management District, Southern California Association of Governments, and the Orange County Local Agency Formation Commission. He has served on the Santa Ana River Flood Protection Agency since 1988. Mr. Anthony received the 2002 E. Benjamin Nelson Government Service Award from The Groundwater Foundation. This prestigious national award honors a public official who has significantly advanced environmental and groundwater stewardship. Mr. Anthony holds a Masters of Science Degree in Physical Chemistry and has been awarded two U.S. Patents.
Denis Bilodeau was first elected to public office as a Director of the Orange County Water District (OCWD) in November 2000. He served as President of the Board from 2002 to 2004. In November 2006, Mr. Bilodeau was elected to the City of Orange City Council. He holds a Bachelor’s Degree from the University of Irvine, California in Civil Engineering. Mr. Bilodeau is a licensed civil and traffic engineer. He has held several technical and management positions in the private sector and with the County of Orange. He currently serves as Chief of Staff to the Orange County Supervisors, Fourth District.

George Aguilar is a Realtor and Principal of Aguilar and Associates in Colton, CA. His clients include Chevron Oil. His firm deals with energy, water, sewer, and land use issues throughout California. He has been a member of the San Bernardino Valley Municipal Water District for 26 years. In addition, he serves on numerous civic and business boards of directors. He has an M.B.A degree.
Mark Bulot represents Division IV, the south-central portion of the District from the Santa Ana River on the north and west, extending eastward to beyond Redlands. Mr. Bulot is a consulting hydrologist.
Donald Galleano has served on Western's Board since January 2005. Division 4 encompasses Jurupa, Mira Loma, Glen Avon, Rubidoux, most of Norco, a section of Corona north of the 91 freeway/east of the 15 freeway, and a section of the city of Riverside north of the 91 freeway/west of Pierce Street to La Sierra Avenue.
Thomas P. Evans joined Western's Board in January 2007. Division 2 encompasses a portion of the city of Riverside south of Magnolia and north of Victoria Avenue and Alessandro Boulevard; March Air Reserve Base.
