      19, 1995, a Task Force, composed of approximately 20=20
      water,&nbsp;wastewater, and groundwater agencies in the Santa Ana=20
      Watershed, was formed to evaluate the impact of total inorganic =
nitrogen=20
      (TIN) and total dissolved solids (TDS) on water resources in the =
Santa Ana=20
      River Watershed. At that time, the Task Force established =
agreements=20
      between SAWPA and two consultants, Risk Sciences =
and&nbsp;Wildermuth=20
      Environmental Inc., to perform the consulting services for the =
Study . A=20
      separate agreement was formed between SAWPA and the State Water =
Resources=20
      Control Board (SWRCB) to obtain the Santa Ana Region RWQCB staff =
support=20
      in an advisory role.</SPAN></P>
      <P style=3D"PAGE-BREAK-AFTER: auto" class=3DMsoBodyText =
align=3Dleft>&nbsp;The=20
      task force work was divided into a series of phases. Phase 1A =
focused on=20
      the defining the watershed hydrology more precisely and the =
reaching=20
      consensus on TDS and nitrate thresholds for Beneficial Use =
Impairment. As=20
      part of the threshold development, the Task Force reached =
agreements on=20
      the interpretation of beneficial use impairment terms. The results =
of=20
      Phase 1A were presented in the Draft Reclamation Guidance Document =

      (prepared by Risk Sciences, Inc.- Tim Moore). In mid-June 1997, =
Phase 1B=20
      of the Nitrogen TDS Study was commenced. Phase 1B covers tasks to =
describe=20
      analytical methodologies to investigate watershed hydrology and =
tasks to=20
      define the legal, scientific and economic implications of=20
      methodologies.&nbsp;In March 1998, <A=20
      href=3D"http://www.sawpa.org/old/tintds/#Phase2A">Phase 2A,</A> =
the major=20
      technical effort of this study, commenced with the objective of =
developing=20
      a nitrogen loss rater for surface water recharge, developing a new =

      monitoring plan, developing an updated boundary maps for =
management zone,=20
      to estimate TDS and nitrate in groundwater and to computer new =
groundwater=20
      objectives for TDS and nitrate. The results of this major =
technical effort=20
      were incorporated into the Tim Moore=92s Reclamation Guidance =
Document. </P>
      <P class=3DMsoBodyText align=3Dleft>&nbsp;In 1999, the Task Force =
moved into=20
      Phase 2B with the development of a wasteload allocation for TIN =
TDS along=20
      the Santa Ana River upstream of the Prado Dam. In addition, =
Wildermuth=20
      Environmental Inc. developed an outline for a Santa Ana Watershed =
Data=20
      Collection and Management Program which will establish the =
framework for=20
      collecting water quality data for monitoring the health of the =
watershed=20
      and to conduct future studies.</P>
      <P style=3D"TEXT-ALIGN: left" class=3DMsoNormal>Work on =
the&nbsp;TIN TDS Task=20
      Force&nbsp;study is nearing completion.&nbsp;Wildermuth =
Environmental=20
      Inc.&nbsp;has prepared <A =
href=3D"http://www.sawpa.org/old/tintds/#BPA">maps=20
      and tables</A> for submittal to the peer reviewers for the =
proposed Basin=20
      Plan Amendment that will incorporate the results of the Nitrogen =
TDS=20
      study. Work also continues on additional modeling runs of =
the&nbsp;Santa=20
      Ana River Wasteload Allocation to recalibrate the river streambed =
recharge=20
      estimates from the new RIX and Riverside Basin modeling, the =
development=20
      of a mass balance table and charts, and the segregation of TDS and =
nitrate=20
      quantities by subbasin along the Santa Ana River to assist in POTW =

      permitting. </P>
      <P style=3D"TEXT-ALIGN: left" class=3DMsoNormal>Mr. Moore of <A=20
      href=3D"http://www.sawpa.org/old/tintds/#Risk Sciences">Risk=20
      Sciences</A>&nbsp;has completed the Reclamation Guidance Document =
for=20
      submittal to the RWQCB and is working with the RWQCB to prepare =
final=20
      language for the&nbsp;basin plan amendment (as of January, 2003). =
Final=20
      work is being prepared by outside parties for Maximum=20
      Benefit&nbsp;Analyses that may modify some of the final adopted =
TDS and=20
      nitrate&nbsp;objectives based on maximum benefit use as opposed to =

      historical&nbsp;ambient. Upon acceptance of the&nbsp;TIN TDS =
results as a=20
      basin plan amendment, the proposed new&nbsp;basin plan will be =
submitted=20
      to the State Office of Administrative Law and EPA=20
      for&nbsp;review.</FONT></SPAN>
